Wisconsin Parental Choice Program

St. Thomas Aquinas Parish School is part of the Wisconsin Parental Choice Program (WPCP) for the 2018-2019 school year.  We believe that financial limitation should not be a barrier in the ability of parents to provide a values-based Catholic education to their children.  The WPCP allows families to receive a voucher from the State of Wisconsin to enroll their children in a private or religious school tuition-free.

The Wisconsin Parental Choice Program (WPCP) allows students of qualifying families to attend St. Thomas Aquinas Parish School (STAPS) tuition-free.  STAPS, on behalf of the student's parents/guardians, receives a state voucher to cover the cost of the student's tuition.

Enrollment Period

Student application information for the 2019-2020 school year will be available late January, 2019.

Eligible Students

Students entering K4, K5, 1st or 9th grade are eligible to receive a voucher, along with students transferring from a public school who can enter at any grade.  Home-schooled stduents can also enter the program at any grade. 


Qualifying Requirements

There are two qualifying requirements:

The student must meet at least one of the following attendance requirements: First, the applying student must be a resident of Wisconsin and live outside the City of Milwaukee and the Racine Unified School District.  The second requirement is that the family's income (adjusted gross income) cannot exceed certain limits based on the size of the household.  See the Choice 2019-2020 Income Limits.

The "once in, always in" provision of the WPCP allows theChoice student to keep his or her voucher through the 12th grade, even if the family income rises above the income limits in subsequent years.  

How and when to Apply for the Program

To take advantage of the School Choice program for the 2019-2020 school year, parents/guardians will need to complete an online application at the Wisconsin Department of Public Education's website: 

Is early application advantageous?

The timing of the application does not give the applicant family an advantage. Those who register near the end of the application period have the same opportunity as those who register earlier. However, an early application is still recommended to insure the DPI and STAPS received the correct information.

What if my family qualifies, but my student is not chosen for the WPCP?

In addition to applying for the WPCP program, families are also encouraged to apply to the STAPS for financial assistance. Each year, STAPS provides thousands of dollars of financial aid to many families and students.
